In general, what is the timeline from submitting a dataset on Github to that data being available for community use?
Additionally, does GEECC have the ability to host data so that datasets aren’t sitting in individual user folders? And, if so, what does the process look like for submitting updated datasets in the future?

Apologies for the delay in responding back to you. There is no clear timeline as I am the only one processing, cleaning and adding datasets to the community catalog. Depending on the effort needed it can take a while but I try my best to be reasonable.
Yes we host quite a large amount of data for the users so we make a copy so the user doesn’t always have to keep it in their own collection. You can find additional information on this topic here Community Actions (Building the Catalog) - awesome-gee-community-catalog . Hope that helps
